Introduction
From typewriters, copiers, fax machines, the internet, and desktop computers to data centers, the Dutch government, like our society, has undergone rapid technological development over the past decades. Whereas in the past, only a few civil servants dealt with automation systems, government organizations have increasingly become IT companies. Every civil servant now uses a multitude of software and systems. IT budgets to keep up with these developments continue to grow each year.
Automation has brought many benefits to organizations and citizens. However, there is also a downside to this development. The more dependent we become on information and systems, the more vulnerable we are. What do we do when our systems fail? Or when information becomes incorrect due to system errors? Information can also fall into the wrong hands. Increasingly, news reports emerge about information incidents such as outages, data leaks, ransomware, phishing, and breaches of citizens’ privacy. Threats come from both within and outside the country. Incidents can also often originate from within the organization, either intentionally or unintentionally.
To properly protect our government organizations, the Baseline Information Security Government (BIO) is applied. The BIO is a normative framework that is mandatory for the government and focuses on both the IT technical and organizational aspects of information security.

Scope and constraints
The book and training cover the BIO measures based on the international standard for information security ISO 27001. It addresses all aspects necessary to implement information security according to the Baseline Information Security Government (BIO). The BIO describes the implementation of information security and is mandatory for the national government, municipalities, water boards, and provinces.
